Because of the ongoing concern within a segment of our candidate population, I was able to reach an agreement with the Graduate School that should alleviate most of the concerns raised. These are only my sketched notes from that meeting, a more detailed policy will be forthcoming very shortly from the Graduate School directly.

On a case-by-case basis, the Graduate Shool will give tuition remission of one credit to candidates that meet the following criteria:
1) You must apply for such remission from the Graduate school. You can do this by either completeing the fee waiver form available on the Grad School website (you'll need to note what you are applying for specifically since this form was not intended for this use) OR by sending an email to Gay Gullikson for John Mollish at the Grad School (both email addys availe on their website).
2)You'll need to have already accumulated 12 credits of 899 (or very close to that) before the policy took place.
3) You'll need to demonstrate that you are going to graduate within the year (this will require your advisor to sign off).

Essentially, this should make it a financial wash for the folks in this situation. You'll pay the candidacy fee on semester (1.5 credit in cost). You'll do the same the second semester, but then the Grad School will give you 1 credit tuition remission. The cost will end up being one credit per semester.
