I. CHAIR REPORT

A. Dr. Wellford introduced Steve Schofield, Assistant AD for Compliance, and Kelly Bickham, Compliance Coordinator, as the most recent additions to Maryland’s compliance unit.

B. Updates on NCAA Legislation

i. The proposal to play 12 regular-season football games is likely to be approved. The ACC did not support this legislation.

ii. The proposal to allow 5 years of eligibility to be used within 5 years (“5 for 5”) in football is not likely to be approved.

iii. Proposals concerning playing and practice seasons that would eliminate competition in sports’ non-traditional seasons are moving forward. For men’s basketball, the original proposal would count all games against the overall 29-game limit. A proposed amendment would permit “certified events” (e.g. Alaska Shootout) to count as one competition date, even though teams typically play 3 or 4 games at such events. Another proposed amendment would remove non-traditional season restrictions from Olympic sports. If the legislation is passed with these amendments, it would essentially result in playing and practice seasons remaining as they are currently.

C. Updates on ACC Legislation

i. The ACC will now recognize honor roll student-athletes from the varsity sport of Competitive Cheer.

ii. Maryland had two ACC Weaver-James-Corrigan postgraduate scholarship award recipients: Megan Knepper (women’s swimming) and Kathy Shahrokh (volleyball).

iii. Faculty Athletics Representatives again proposed the concept of an “Academic Bowl”, whereby FARs would select winning scholarly papers from each member institution. The proposal was not passed.

II. DIRECTOR’S REPORT

A. Dr. Yow distributed a Diamondback article on the community service initiatives of the Student-Athlete Advisory Council (S.A.A.C.).

B. She also distributed an updated seats-per-scholarship chart, which reflected the resources schools possess to generate the revenues necessary to fund the scholarships that they offer. Maryland ranks 29th out of the 30 schools that offer the greatest number of scholarships, and 9th out of 12 in the ACC, even though seat inventory is modest.

C. Dr. Yow shared with the Council two concerns of head coaches.

i. First, coaches have expressed concern over the Individual Admit label utilized by the admissions office. They consider it a recruiting disadvantage when Maryland labels incoming students as IAs, while other ACC institutions do not utilize such designations. Dr. Clement commented that such terminology is out dated. Dr. Wellford referred the matter to the Academic Committee for discussion and recommendation, noting that he wanted to somehow continue to track the academic success of at-risk student-athletes.

ii. Second, Maryland has reviewed the required recruiting/hosting forms of other ACC institutions. A number of schools require that the prospect sign the form following an official visit, while Maryland has only the coach sign. Dr. Yow is possibly returning to having the prospect sign the form, in addition to the coach or host.

D. Dr. Yow commented to the Council that playing poker, while illegal, is not against NCAA rules.

III. GENDER EQUITY REPORT

Susan Bayly provided the annual gender equity report for the Council. She reviewed the three-prong test that determines compliance with Title IX and Maryland’s history of sport expansion and opportunities for female student-athletes.

Maryland’s female participants outnumbered its male participants for the first time in school history. Maryland’s participation rate (49.2% male vs. 50.8% female) is actually 1.5% ahead of its undergraduate enrollment (50.7% male vs. 49.3% female). Maryland’s scholarship expenditures were 55.7% male and 44.3% female. Susan explained that the discrepancy between scholarship expenditures and participation rates is due to non-discriminatory factors, including summer school use by male student-athletes and women’s basketball not utilizing all of its scholarships in the reporting year.

Susan commented that Maryland has a model athletics program with regard to Title IX compliance. A number of Council members echoed this sentiment and congratulated Dr. Yow and the athletics department on its progress over the past decade with regard to gender equity.

IV. ACADEMIC COMMITTEE

Dr. Wellford delivered the Academic Committee report in Dr. Dorfman’s absence. He shared the committee’s recommendation that Maryland revise its continuing eligibility requirements for GPA to match NCAA standards. The recommendation was unanimously approved.

V. ACADEMIC PERFORMANCE RATE (APR)

Dr. Wellford reported that Maryland fared well in the first reporting on the NCAA’s new academic assessment tool, the APR. Maryland’s average team score was a 963, well above the “cut score” of 925 established by the NCAA and the average APR for all public institutions of 938. 24 of 27 varsity teams met or exceeded the APR cut score. Teams that fall below the cut score and outside of the confidence interval could be subject to contemporaneous penalties, including the loss of scholarships. The APR goes into effect in the fall of 2006.

VI. SUMMER SCHOOL PRIOR TO ENROLLMENT

Dr. Wellford noted that the Academic Committee is charged with developing a policy on student-athletes attending summer school prior to enrollment.
